Notre Dame College Three-hour Session Prepares Teachers for Ohio Reading Licensure

Notre Dame College is offering a three-hour professional development session to prepare teachers to pass the Foundations of Reading licensing exam now required for educators in the state of Ohio.

The online, interactive class taught by Sue Corbin, Ph.D., chair of the Division of Professional Education at Notre Dame, from 6-9 p.m. is offered on three different dates: Tuesday, March 20; Thursday, May 31; and Monday, July 2. The course format utilizes computer video and incorporates real-time discussion boards. Participants complete the course in only one evening session.

An assistant professor in professional education at the College, Corbin is a national expert in reading theory, instruction and practice. Her research focuses on children’s literacy, particularly among underperforming readers and with regard to diversity in books available to youth.

The course is open to all those seeking licensure as teachers in early childhood, middle childhood, or intervention specialist in the state of Ohio. The three-contact-hour intensive review of major theories, strategies and assessment tools in literacy and pedagogy covers what will be on the Ohio Assessment for Educators (OAE 090) Foundations of Reading exam. The session also includes a practice assessment test.  

The OAE 090 licensing exam of principles in research-based reading instruction is required for all educators seeking initial licensure to teach early childhood education (ECE), grades prekindergarten through third grade; middle childhood (MC) education, grades four through nine; and mild moderate intervention specialist (MMIS) or early childhood intervention specialist licenses. The state will not approve new teaching license applications until candidates pass this exam.

About the State Licensure Exam

While the Notre Dame professional development course preparing educators for the Foundations of Reading test is specifically tailored to the new Ohio licensure exam, instituted in 2017, a total of 14 states now require teacher candidates to demonstrate knowledge of the science of reading instruction on a stand-alone assessment prior to licensure. Many utilize the same or a similar test to that administered in Ohio.

Rigorous, content-specific assessments prior to licensure are part of a national trend in teacher-preparation.

Research indicates children who read proficiently by third grade are more likely to graduate high school and pursue college and careers. In response, states are enacting policies that promote early identification and intervention for struggling readers, including requiring teachers to demonstrate their preparation in reading instruction prior to licensure.

The cost for the College’s one evening preparation course, ED090: Navigating the Foundations of Reading (090) Test: A Review for ECE, MC and MMIS Candidates for Success on the Exam, is $99.

More About the Course Instructor

Corbin, who serves as the education accreditation coordinator at the College, will present "A Courageous Conversation About Fairness, Justice and Accountability in Educator Preparation Provider Assessment and Impact on P-12 Student Learning" as part of the 70th Annual Meeting of the American Association of Colleges for Teacher Education March 2018 in Baltimore, Md.

At the AACTE Annual Meeting, which is considered the premier educator preparation conference in the nation, Corbin also will serve as moderator for a Perspectives section on Conceptualizing Meaningful Assessment. She will lead a session, featuring peer presenters from Columbia College, University of Minnesota and St. Thomas University, exploring the use of value-added modeling and other P-12 student assessments to measure teacher quality and the effectiveness of teacher preparation programs.

Corbin has been selected multiple times to present at the Educators Rising Ohio, formerly Future Teachers of America, annual conference and has been named to the National Council of Teachers of English Notable Children’s Books for the Language Arts committee, which is responsible for recommending children’s books to serve as a standard, particularly for libraries, across the U.S.

She is co-founder and director of the Notre Dame Project Brainstorm volunteer mentoring and tutoring project to improve literacy in partnership with a Cleveland elementary school considered at academic risk. She also has helped lead campus- and city-wide initiatives to collect and donate children’s books to low-income Northeast Ohio children.
